Problem Response

First. You should save the file to the local disk. Select File > Save As command in Explorer. 
Second. Run Compare Suite and select two htm pages to compare, Compare Suite will automatically convert htm to text.

How to learn what changes were made when comparing web-pages by means of Compare Suite.  

Business Problem

The problem is that the user wants to compare htm file, but doesn't want to know about minor changes, such as changes of web-page tags layout and other. But when comparing htm file the user wants to know what image alt tag is. There is a need for some other important information about compared htm, such as document title, keywords and description meta tags.

You need two functions in this case.
First. To compare two web page htm files. Compare Suite does htm comparison exactly as it's needed. You will have information from htm page meta tags (description, title, keywords), also you may page text and image comments while comparing htm pages.
Second. You should select two text blocks you want to compare: Select the block in the left htm file and in the right htm page. Then right click on the selection and choose "Compare selected" command.
Compare Suite will separate this paragraph from the whole file and will let to compare it.
Note: you can still apply different compare methods, including "by keywords" or "word by word".
